Why am I getting 403 Forbidden in my Query Monitor when clicking the save button in the Budbee settings?

This is because when saving the Budbee settings we are making a request to Budbee where we register the webhook. This is done to be able to get status updates from Budbee about the orders made through Budbee. The 403 Forbidden is displayed because the webhook has already been registered, nothing to worry about. Why the request is made every time you save the Budbee settings is to make sure that your credentials are correct, as the response back will be 401 Unauthorized if you have typed in your credentials incorrect. This is basically an extra control for reducing the amount of issues you might encounter.
